"In framing a government which is to be administered by men over men, the great difficulty lies in this: You must first enable the government to control the governed; and in the next place oblige it to control itself."
The Gary Common Council make laws through the passage of ordinances and resolutions, temporary or special actions; and, appropriates revenue for the City. The Council fixes the annual salaries of all elected city officials. Committees are an integral part of the council's structure. Committees are of two types - standing and special. Much of the work of the Council is accomplished through committees.
The work of the Gary Common Council is initiated by the introduction of a proposed ordinance or resolution. All ordinances and resolutions must be read three times before final passage.
The Gary Common Council meets the first and third Tuesday of each month. Special council meetings may be called by the Mayor or any three or more Council members. All official meetings of the Council are public.
